Exceptions plant passport
with seed for variety testing

When marketing products subject to a plant passport obligation, you must always ensure that the material is accompanied by a plant passport. This also applies when samples of plant material are submitted to Naktuinbouw for variety testing. However, when seed is submitted for variety testing it does not usually have to accompanied by a plant passport.

Exceptions plant passport with seed for variety testing

The Plant Health Regulation has made an exception for seed transported for testing, research, breeding etc. Consequently, no plant passport is required for the submission of seed for variety trials. This applies not only in the Netherlands, but also to delivery to or from other EU member states.

The exception is not valid for tomatoes and peppers

However, this special exception is not valid if special phytosanitary requirements are in force. This is currently the case for tomatoes and peppers due to ToBRFV. Seed of these crops should therefore always be submitted with a plant passport.

Attn.: this applies to seed of Capsicum spp including ornamental peppers and to seed of Solanum lycopersicum, including seed of tomato rootstocks with Solanum lycopersicum as a parent.
